Information Systems Manager

General Duties
Develop, plan, and administer network and mission critical multi-user hardware and software systems, Internet access, security systems, phone and voice systems, and policies and procedures. Explore and implement best practices and ensure effective use of agency and external resources in meeting end user needs and support.
Conduct research into library needs, developments in the information technology field, and legislative mandates to develop, plan and implement systems. Work with and supervise staff to manage the policies, administrative systems, and resources to ensure adequate support for projects; optimize the use of staff and funding; maximize efficiency; and ensure continued program operations.
Develop and administer a department budget and coordinate record keeping with other staff. Supervise information systems staff in the performance of their duties, and oversee training and use of information systems by all library staff.
Skills Required
Requires skill in managing complex, varied system development and administration projects; isolating and resolving advanced technical problems; team leadership; communicating with varied technical levels; managing multiple tasks and workflow; and adapting and synthesizing diverse administrative requirements and functions into consistent management strategies.
Requires skill in the use of various computer hardware, network, database, and telecommunications tools; single and multiple-user computer systems, remote communication devices, and data communications.
Requires the ability to develop and administer short and long-range project plans; exercise sound judgment in resolving complex technical and operational problems and making decisions where few precedents exist; anticipate and resolve technical problems; establish and maintain effective working relationships; direct and coordinate the activities of multiple staff; and communicate effectively verbally and in writing.
